A police operation linked to the February 20 protest at the India AI Summit in New Delhi escalated into an unusual inter-state confrontation between Delhi Police and Himachal Pradesh Police. What began as a pre-dawn arrest operation turned into allegations of abduction, a highway interception, legal action, and mounting tension between the two forces.

The Early Morning Operation in Rohru

Before sunrise on Wednesday, a team from the Delhi Police Special Cell reportedly reached a resort in Rohru, around 110 km from Shimla.

The operation was linked to an FIR registered in connection with the February 20 protest at Bharat Mandapam during the India AI Summit. Three Youth Congress activists — Saurav, Arbaaz, and Siddharth — were detained.

According to Delhi Police sources:

  • The arrests were based on technical surveillance and prior intelligence.
  • The team escorted the three individuals out of the resort.
  • They were placed in vehicles and moved towards Shimla, as part of their transit to Delhi.

At this stage, officials described it as a lawful interstate arrest.

Complaint Filed: Allegations of Abduction

Several hours later, a complaint was lodged at Chirgaon police station in Himachal Pradesh.

The complaint alleged:

  • 15–20 unidentified men in plain clothes forcibly took away three guests from the resort.
  • The CCTV DVR was removed without a seizure memo or official receipt.
  • A vehicle linked to the detainees was also taken.

Based on the complaint, Himachal Pradesh Police registered an FIR. What Delhi Police described as a legal arrest was now being treated locally as a possible abduction case.

Afternoon Interception on the Highway

By early afternoon, Himachal Pradesh Police tracked the Delhi Police convoy near Dharampur in Solan district.

The convoy was intercepted on the highway.

Himachal Police officials reportedly questioned:

  • Whether proper intimation had been given.
  • Whether procedural requirements under interstate arrest norms were followed.

Delhi Police maintained that:

  • The arrests were lawful.
  • Documentation was in place.
  • The operation was conducted under the authority of an FIR linked to the protest case.

The confrontation marked a rare public clash between two state police forces over jurisdiction and procedure.

Himachal Pradesh Police has stated that its FIR — including allegations of abduction and improper seizure of property — will be investigated independently.
